Intermittent pages failing to load in the web portal, and background requests failing. General slow down in web portal functionality.

Root Cause
Over-tuned health check parameters following the 8.4.0 release

Steps Taken
Additional capacity was brought online to stabilize the platform and an update was performed on the 25th of June to change the health check parameters.
