Purpose: To identify the cause of slowness in this zone occurring over the last several months, our vendor has asked us to enable a trace flag on our database servers to confirm their suspicion as to root cause.  Enabling this trace flag requires a restart of our database instance.

Impact: Partners can expect 1, brief (less than 5 minute) interruption in service.
